Consequently, the culture changes. Isolation becomes common. Staff who are meant to serve the public instead become threats to those seeking help.

Clients are not safe in this environment. Anyone who complains faces punishment, is ignored, or even threatened. The organisation, in effect, functions as a vacuum, existing only to collect feesโ€”not to provide services. It continues to operate, not because it is helpful, but because people have no choice; they are forced to comply with regulations.

How Collapse Spreads

Collapse does not begin at the bottom. Instead, it starts at the top, moves through the staff, and, eventually, seeps into the culture. Without oversight, honesty, or systems of integrity, the organisation becomes empty, hostile, and harmful.
